Good question. And, because there is a lot of money tied up in them, they swing a lot of political power. When the Act was passed here, most of the valuable property in front of the dunes was in Galveston, and it had just gotten washed away. So maybe y'all need a hurricane that just chews its way up the Coast to put the problem in perspective.

Personally, I don't think the state should be encouraging that form of behavior. Clearly if Floridians think it is worth subsidizing, that is their prerogative. But they are taking a huge risk. And frankly it is subsidizing people who can afford to subsidize themselves.
