I do know that there is an active design segment making Extreme Wheelchairs for arms-only roadracers. These are usually a scooped "recumbent" design. This might transpose to motorchairs. I think the problem may be one of transition - several times daily the rider needs to shift from mounted to dismounted. A comfy recumbent motorchair would be a real struggle to get into and out of. Maybe that's the logic behind the counterintuitive ergonomics - wdik!!
