Very dangerous to tell girls not to have sex. Many a girl will ask her mother if she had premarital sex and why. Hard (and sinful) to lie. Such discussions are likely to instigate, rather than reduce such behavior.
Very, very dangerous to tell boys not to have sex. Most boys want to have sex, at least for the experience. Many a boy will ask his father, and then there will be hell to pay.
It is probably much better for parents to make thinly veiled threats of dire earthly punishment, withdrawal of parental love, and eternal damnation. The purpose is to engender guilt and shame and to make children thoroughly miserable and sexually dysfunctional. It is very difficult to convince intelligent and thoughtful young people that having teenage sex is wrong. When I discussed the prospect of abstinence with my sons they broke up laughing. They said it was just sour grapes on my part.
