If the country needs a military how is requiring the citizenry to serve in it (for a limited time unless there's an actual war going on)--all able bodied citizens--kind of like the Israeli Army does--enslave them?

That's the price we pay to be free and not be enslaved by others--which is far worse--IMHO. The Hawaiian Islands belong to us and not the Japanese because of this concept.
