Good point. Mq's patented all-electric car won't require any gasoline or diesel so road construction funds would dry up. In NZ we have very high fuel taxes.

It's reasonable to tax fuel instead of kilometres if everyone uses fuel. A tax on car sales wouldn't be reasonable because some people might use a car for just 2,000 km per year on empty roads while others block busy roads 100,000km a year.

With toll collection costs so low it makes sense to pay directly for the service provided which is kilometres traveled. It makes sense to charge a LOT when people are crowding the road and not much at all when it's uncongested.

Also, tolls should reflect the cost of construction. One truck does vastly more damage than swarms of cars, so trucks should pay a great deal more than cars. Trucks require huge capital investment to make the road strong enough. If it was just light vehicles, a thin skin of road would be sufficient.

No, I don't have a SPOT yet, because the cost exceeds the expected benefits at present and maybe the Globalstar constellation won't be replaced. But I'm likely to buy one.
