Under the most intense scrutiny ever mustered in this country in the last 50 years, they are still dicking around. The congress still feels that if they "manage" it right, they can continue to do what ever they want and the great unwashed outside the beltway are the idiots they think we are.
I guess this is because as one congressmen might have said to another, "We are not just talking theory here, this has to do with the mulah we get to stick in our pocket, JimBob."
