sounds like same problem.. grouping low income section 8, in one specific area vs spreading low income throughout the cities. History shows concentration of section 8 brings down the neighborhoods, decreases home values and drives out existing home owners who are afraid of further losses in equity and increasing crime. There is nothing done to assimilate these people into society vs relocation into another centralized situation.
