What if al Qaeda Had Been Hit Pre-emptively?

What if they had simply been removed from the planes? I have read that some of them were pulled over for checks. I wonder if they were passed because the Gate Guards were afraid of a PC attack? Will the 911 commission go into this aspect of it in detail? I doubt it. The Gate Guards would probably deny it.
