It is not a campaign loan that she would be paying off, it is a personal loan from the bank to her husband.

The way it would work is:

(1) if Kerry wins the election, his campaign will have plenty of money to pay off the loan over several years;

(2) if he doesn't win the election, he will probably be out of national politics, and his wife will pay off the loan.
