Angry customers who were unable to access their e-mail, forcing AOL to spend $350 million through June to beef up its network.

Part of what also must be going on here - BBN is taking on a lot of risk by installing upwards of 500,000 v.34 modems over the life of this contract. When ADSL or some other similar technology finally arrives, even the 56kb modems will become as useless overnight as the 2400 bps modem in my garage.
