Seems to me that a material change is not fact until the Co. decides it's fact, whether it's material change or not, they can hold for a long time and simply say that they are re-evaluating the results to be sure and still take forever. Lotsa ways to get around it and this is just one.
Regardless, I like the Ken reports, a bit different than ACA and maybe a better eye opener or heads up or information. - denis
