A good point.

But shouldn't the US be one of the lawful countries?

Ah, you say, but when you are dealing with an unlawful country, you may have to do unlawful things.

Hmmm. That seems to me to be the philosophy of those few rogue police officers who feel it's okay to lie and manufacture evidence to convict people they KNOW are guilty but can't prove guilty in court. After all, the crooks aren't being law abiding; why should the cops let their hands be tied by the law? So the cops break the law and feel they are right to do so.

Same argument. Different scale, but same argument.
