Circular argument doesn't normally refer to debates coming back to the same thing.

Its normal meaning is an argument that uses its conclusion as one of its premises. Often its after a long chain of sub arguments, or its done by using different terms for the same thing in both the premises and the conclusion, because otherwise the fact that the argument is circular would be much to obvious.
