How is he wrong?

Although there is no formal mechanism for secession in the Constitution, the 10th amendment does afford the right to the states. This ultimately puts the power in the people's hands.

It clearly states "The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people."

Slavery is appalling but it did not abolish their right to secede from the nation. The people could use any reason to secede if they feel the government is not representing them.
