Sam, These electrolysis types of hydrogen generators just trade electrical energy for hydrogen and oxygen gasses. Probably will operate in the 95%+ efficiency area. Makes pure hydrogen and they constrain the output to produce pressure as desired.
Subsequent use of this hydrogen in an engine will give you 30-40% max of the electrical energy used to make the hydrogen as mechanical energy output, and could be quite a bit less.
