During the Clinton administration a number of federal employee groups were recognized, permitted to communicate on government email systems, and meet on government premises. Apparently these organizations are now called REOs -- Recognized Employee Organizations.

The following organization applied for and got immediate sanction: GLOBE -- Gay Lesbian Or Bisexual Employees

The following organization was denied recognition and was forced to go to court, where it finally won recognition after two years. ACROSS -- Association of Christians Reaching Out in Service and Support.

This recognition was permitted during the entire Bush administration with no harassment.

Now I receive the following communication through the ACROSS network that the Obama administration is reviewing all such organizations. This is the first step toward revoking the permission that was won in court.

Dear REO Presidents,

This is a request that needs your quick response. Secretary Vilsack has asked the Office of Workplace Diversity and Inclusion to provide him with information regarding USDA Recognized Employee Organizations.

Please complete the attached form by answering the following questions:

What is the mission/purpose of your group? (Please limit your response to 3 sentences)

How often does your group meet?

How do you meet (teleconference/Face to face/Video)?

Do you receive any funding from the agency? How much are member dues?

E-mail the completed form to diversity@usda.gov by Wednesday, February 4th. If you have any questions feel free to contact my office at 202-720-5680.
