Your anecdote reminds me of the days when I was a principal in a consulting company. One of the most frustrating things that sometimes happened was when we participated in a competitive bid, wrote the best proposal, and then could do nothing but watch as an inferior competitor (but one sharing country clubs with the potential client's management) was awarded the job and executed our plan.
