Your ice cream analogy applies to some. But there are others who never bought into the starving the government meme. They signed on because the Republicans have been pushing the idea that all Democrats are the same and that all of them subscribed to a handful of beliefs. So, if that is the case, then the Republicans needed the same. They then picked a set of beliefs that cast the Democrats in the worst light, and then picked a set for themselves to counter those the most effectively. And with the right talking heads repeating those talking points and the Republicans echoing them, they got a lot of people to believe it to be the case. Just look at Shorty for a good example of someone who has drunk deep of that Kool Aid.

The reality, though is that there are both Democrats and Republicans who are all over the map on the issues. And not all of the Republicans are really believers of starving the government. Tom DeLay is a good example. For him, the government is a tool to reward friends and punish enemies. If it is small and weak, then it can't be used to do that. Just like Murtha is against abortion, despite it supposedly being a core Democratic belief, there are Republicans who are more than satisfied with big government.
