When I was shopping for a house, I noticed that houses near the noise and fumes of the freeway were considerably cheaper than homes which were not. So the real estate market responds very efficiently to perceived locational advantages, including those caused by externalities like pollution. There is no need to design elaborate schemes such as those you contemplate to compensate losers. Also, we have a body of law that recognizes the problem of "coming to the nuisance".

IMO, fungible "pollution rights" and localized fleet emission standards are more finely tuned methods to deal with the problem you raise.
