Clinton benefitted from the end of the S&L bailout. That sliced off about one-third of the budget deficit right there. He benefitted from the end of the recession about 1 1/2 years before he enacted his first budget bill. The second year of his term the Republicans enacted more stringent spending constraints. That said, both parties have been busting the budget since routinely declaring emergency spending wherever they felt like. Clinton is also robbing Social Security to fund Medicare now. Medicare is no longer self-funding, thanks to the idiot. But then his plan is to greatly increase Medicare spending, greatly expand shifting of costs to the private sector payors, and cause a national medicare insurance crisis to force a national health care plan. You can also blame the Democratic Congress in the 1970's and 1980's for greatly expanding social spending and exabercating the budget problems. Social entitlements are over 70 percent of the budget. They used to be around half. Clinton hasn't solved the government spending problem. He's greatly expanded the taxes and the spending. BTW, the feds are still running a deficit. The President and Congress are playing with smoke and mirrors.
