Stan, I agree completely. That penalty must be severe enought to chase MOT out of the race earlier this year on the contract that Nortel eventually won.

Nortel and Sprint so far have not pointed any fingers at QCOM. May be they are off the hook.

QCOM just started the transition from a R&D company to a manufacturer. I think that delays, especially if they are not directly resposible, can give them a little more time to get their act together. Nortel/Sprint just bought them 3 months.
