I doubt they think that; maybe I shouldn't have thrown that point in as it detracts from the wider point of America's intentions. I know Putin's no angel, but I don't remember U.S. behaviour as being quite so benign in the 90's -- it seemed their 'business interests' were happy to promote and support the oligarchs in order to get access to the oil fields, no matter what. Seems to me the West could have done a lot more to promote genuine democracy if that had been the CIA's real interest, but as the neocons subsequently made clear, "total spectrum dominance" was to be the thing in their New American Century.

As for functioning democracies, it will be interesting to see what happens today in Hungary, but things like Marjorie Taylor Greene and "don't say gay" laws, not to mention our own truckers and their myriad supporters, don't exactly fill me with hope.
