This is what I think: an all caps post is more of an irritant. The poster should be advised that the meaning is shouting.

I do have a feeling that there are alot of people who are new to posting messages and simply do not know the standards.

Give them the benefit of the doubt before jumping all over them.

Chances are, that if they were meaning to SHOUT, then the contents of the post would most likely be of a type I.
