In 2001 the Federal Aviation Administration issued 15 warnings, before the Sept. 11 terror attacks. Federal law prevents the Transportation Department from releasing the texts of the circulars, but the agency summarized the warnings in response to revelations that President Bush and the airline industry were warned in advance of the threat of hijackings.

One such warning showed that there was specificity right down to weapons for hijacking being simple:
August - Airport security personnel were told about ways to disguise weapons. National Security adviser Condoleezza Rice said the warning mentioned the possible use of cell phones, key chains and pens as weapons.

Besides FAA warnings there were warnings from about a dozen different countries that made it to shrub's administration if not all the way to shrub's drunken self.

Besides warnings from other countries there were warnings from this country's intelligence community that made it to shrub's coked out self. Quite specific warnings involving possible locations, methods and imminence.
shrub seems to think "sufficient" warning should come as an engraved invitation.

The first WTC attack did not happen because the threat was ignored. Show me warnings of that attack.

shrub doesn't consider OK city to be a terrorist attack.
I consider it to be though.
Domestic terrorism is nearly impossible to completely prevent.

Recent bombing of a stem cell research lab...terrorism.
Anthrax letters...terrorism.
DC snipers...terrorism.
