How did government collusion enable and protect the corruption of the railroads?

The Mormons really got screwed. Brigham Young put the entire territory to work to finish the Union Pacific on promises of future payment, and the railroads and the feds flipped them the bird after the work was done. Almost bankrupted the whole territory. The judge in the lawsuit afterwards noted that Brigham Young was the most sorely screwed of all the investors and creditors.
