Congressional elections in 2010. Blue dogs will be scared of losing their jobs and aren't as likely to go along with bold new ideas that'll hurt their home states. And who knows what Congress will look like after 2010. Then comes 2012, Obama has to worry about re-election. This year is his big opportunity.
