Yes, Jay has always invested the absolute minimum to attempt to reach the Mother Lode. Had a great deal on another 23 satellites from Thales. But, he continuioiusly asked for extensions and extensions and extensions. Thales tired of the game, picked up their ball, and went home. He was always more interested in "spectrum monetization" than actually building and running a competitive MSS company.. IMO. Now they punted their entire investment into the 2nd Generation Network. They are closing it down, which only leaves the 25 year old Qualcomm RANS to support what voice and data subscribers they have left. If Apple walks, SpaceX and Iridium can pick up the Spectrum pieces.
