IMHO, the ACA should have had a $1B or perhaps $5B/yr component which would be to replace healthcare providers (primarily the Docs) with AI systems for diagnosis and things like this bot for intervention, with the goal being to cut down not only cost, but much more fundamentally, medical errors.
