Note that the G20 communique today reiterated commitment to "common but differentiated responsibilities" in dealing with global warming. This is code
, first adopted at the Rio Earth Summit in '92 I believe, for developing countries like China accepting no responsibility for emissions reduction. As such, Obama signing on to it is a rebuke to Waxman, Markey, and his own energy secretary, Steven Chu, all of whom have strongly suggested tariffs on goods from countries that do not reduce their emissions.
