Sure US citizens can connect and play but no money can change hands due to current laws so VTEH gets from it. I do beleive that this to prevent US citizens from hiding their winnings from the IRS (since the gambling takes place offshore) and also to prevent to some exent money laudering by organized crime.

Some of the largest shareholders in CMAX are upper level management types within VTEH. CMAX (if I remember correctly) will receive 0.1% of every transaction as payment for use of their securing the transactions between the individual and the casino using the software that VTEH has developed.
