Yes - it is going to be hard if they don't give up, or there isn't some sort of uprising etc. But I think this is unknowable at this point. People just need to be aware of the possibilities. At first some people seemed to have a bit too much gung-ho attitude "have we won yet?". In Afghanistan, Al Qaeda/Taliban retreated to remote areas. Those not killed or captured there fled the country. This could be a different story though it may not be... in Israel's invasion of Lebanon (another "war on terror") they eventually drove the PLO to leave for Tunisia. But there was a huge cost to people and infrastructure in Lebanon as the Palestinians retreated to Beirut and Tripoli first.
