I think it really depends on the state.

A lot of states are facing, or have faced, lawsuits by the poorer school districts saying that the state is not providing them an "equal" education by not adopting a state wide system of funding and in NC and Texas these suits have been successful. Legally that is--now the legislatures are charged with finding the money to make it happen.

I student taught last year in the HS with the poorest kids.......most diverse population in the district and the school was a mess physically. In the part of the district where the kids are whiter, there is a new high school.
