If its "a working document" than effectively we have no constitution. Otherwise we wouldn't be in Iraq and we wouldn't have been in Vietnam and there is a good chance that Gore would have been President in '00. Neither Iraq, nor Vietnam violate nor Bush's becoming president, clearly violate a strict interpretation of the constitution.
