No, what I meant is that due to all the "junk" DNA that uses up energy along with the replication machinery, this genome has to deal with this "excess" material. It may just mean that there is less room for genomic efficiency. Evolution would of course still come by the established mechanisms of mutation, gene duplication, inter alia, but the additional DNA might slow down the efficiency of replication. Just some food for thought.
