I never understood that. Why would you deliberately lose a dollar in order to save 70 cents?

If A already has a loss with no gain, and B has a gain with no loss, and the tax rate is 70 percent then maybe B deliberately takes the losing side of a trade with A. A's gain is balanced by a loss, B's loss is balanced by a gain, neither pays taxes and A finds some way to make it worthwhile for B.
