When most people talk about the Laffer curve they mean to apply it to the income tax (or perhaps the corporate tax). Laffer never claimed that. His simple and thus elegant theory applies to the total tax load, and of course income taxes - personal or corporate - are important components of that. This guy Feinman, obviously a typical lib, starts out with shaping the alleged content of Laffer to fit his discussion for the purpose of then "successfully" arguing against it.
