Telcos have been basing for quite awhile now. They're not popular with traders but are with conservative investors. I think you'll see a nice pop in September and another one at the end of the year. Compare their market caps to their revenues and see how cheap they are. They're not valued as tech stocks but they are and as value hbuys they're unbeatable now. No risk IMHO. That alone makes them worthwhile.
