The sad part is that can be achieved relatively quickly. I recently ran across my copy of the October 2002 issue of Scientific American. In it is an article titled "Vehicle of Change".

As it points out, when measured at the wheel, an internal combustion engine is 20-25% efficient. A hydrogen fuel cell car is up to 55% efficient. That alone makes a huge difference in our dependence on oil. They show how we could transition to fuel cell cars on the order of a decade or so. Realize that this article was written by people from GM, so this is stuff based on real technology.

Bottom line. We can get started now. It would take some investment, but compared to the Iraq War, it would be peanuts. Something on the order of the recent $13 billion worth of tax cuts could put us well on the way to independence of oil. Sure, at least initially, we would still need hydrocarbons to produce the hydrogen. But reformers aren't the only way to make hydrogen, nuclear power plants and electrolysis is another way. And the plants can be smaller, self-contained and idiot proof.
