CMB, good question. The WCOM deal specifies that WCOM can reduce payments or cancel the deal if deployment is delayed by 12 months. What the terms of the reduced payments are is not spelled out. MCOM does have the money to finish Phases I & II, so buildout of the network is critical right now.
