IMO they will look at the ROI (including the cost of making the ADSL infrastructure accessible to CLECs) and then do the minimum required to parry the competitive threat of cable modems. the longer they can defer the investment, the more resources they can put into building their next-generation private network. i think BA would be willing to lose some ISP business to cable modems in the near term in order to keep CLECs at a disadvantage in the local voice business.
