Cop out, which in no way flies. If they want new legislation they must first introduce a bill. You are making an assumption that the White House would veto it, how foolish and partisan. Sorry, try another spin, this one fell flat on its face.

Bush was for public financing in 2004, when did he change his mind that you can flat out say it would be vetoed...appears to me you are making excuses for the democrats only talking...

IS that the reason Pelosi did not unveil her plan to reduce gas prices after the 2006 election and which has yet to be unveiled? Or do you think like everyone else that she was flat out lying, but doing so for votes.
