The most recent Abu Gharib report states that the humiliating treatment of prisoners was restricted to the night shift prison guards who did not have proper training.
It also asserts that they were not under orders from their chain of command when they shamed the prisoners. It was strictly a handful of people who wrongly exacted retribution from Iraqi prisoners who were responsible for killing their fellow soldiers. The wise adage applies: "you can always find a few rotten apples in every barrel." That doesn't mean the entire barrel is worthless.
