The answer is the Guadalajara health Care Plan. Send a guy to Mexico for 500 dollar Cardiac surgery or any non emergency surgery and he pays just 700 dollars a year. As opposed to 700 dollars a month. HealthNET and Kaiser et al don't want competition.
