We couldn't, Al Qaeda killed him on Sept 9, 2001. Masood was the only man who could have taken over. There was no other strong enough leader. Afghanistan has never been a country in anything approaching the European meaning. If we could just cut down the attacks from across the border the tribes could work out their own settlement.
