If they did, they were promptly arrested. That is one problem with President Bush never going beyond the authorization for the use of force. An actual declaration of war would give the President and the military much greater authority stamp out treachery, and board the perpetrators for the remainder of the war.

Imagine how big the budget deficit would be then.
