Ultimately, it is the parents who determine how educated their children will be. They can be a big push. But if we want our educational system to work it has to be able to educate kids whose parents don't care. Otherwise, build more prisons. Trying to motivate these parents has been a failure. Blaming them and giving up on their kids is a disaster.
