Shia Iraqis claim al Qaeda is trying to re-ignite a civil war by targeting Iranian religious pilgrims. Iraq pulls in about 500,000 a year, so a pretty damn fat target. I would expect to see plenty more of this, and not just al Qaeda ultimately being accused.
