As I understand it... the State has four clear and simple and easy to understand rules explaining WHY an absentee ballot may be rejected. As the State's election officials ruled --- anything not rejected for one of those proper and legal reasons is.... a valid VOTE. (GASP! The audacity of it all! :-)
