We are working from a NATO mission statement. The key parts of it remain classified and have not been made public to my knowledge.

Technically under US Federal Law, as I understand it, we are not at war.

From the practical point of view of our soldiers, we are very much at war.

The early declarations by some politicians that we were in a war on terror, changed to a declaration that we are in a global war on terror (GWOT).
Now we are in surges!

I think we should call it splurges.

Splurge is defined as indulging in an extravagant expense or luxury while being showy or ostentatious. Splurging is spending extravagantly or wastefully.

There is no doubt in my mind that our efforts in Iraq and Afghan meet those definitions. TARP and Bailout spending does too.
