The primary original reason is so that people can defend themselves from their own government. ...yet you can trust totalitarian regimes with nuclear weapons, especially those that starve their people or think that Israel ought to be wiped off the map. Every President has tried to keep NK from getting nukes, regardless of the partisan barbs. Nobody Dem or Rep "trusted" NK with nukes (strawman). You can argue about strategy, but you can't argue about motivation. Bottom line is it happened on the Bush watch, 6 1/2 years into his admin. Rail against Clinton or Carter or whoever, but it is what it is.
